Who owns copyright on children's pictures?

A private company has recenty visited my kids school. They've got them to draw a picture an a canvas provided by the them.
They subsequently frame the picture and display it as a quasi "art exhibition" in the school hall. The parents are then required to buy the picture or it's destroyed and the frame re-used.
The kids naturally want the pictures, but I feel it's a scam using emotional blackmail to get the parents to "cough up" money for their own kid's artwork.
I asked for the picture as I didn't need the framed version. I made the point my child had drawn it at school, thus it was hers. The person then told me "he owned the picture" as he'd provided the canvas.
Where does the law stand on something like this in relation to who owns the copyright?

Copyrights apply to the art itself and not the canvas. Unless you consented in the beginning for your child to participate in this project and was provided information up front and signed a consent, then copyright laws are being ignored. This gets complicated because some schools have waivers signed at the beginning of the school year covering this and such things as photographs etc. Merely providing a canvas does not give ownership or guarantee copyright ownership. Children can not enter into business arrangements without consent of parents. Children can not be used as laborers by a business without compensation. If a school PTA bought the canvas and used it as a fund raiser then I really would say it was not illegal. When a private company is involved and they are making money off of the arrangment, it gets far more complicated.
